Weird rule

There's one very weird thing about this panel and that is the very fact that... I will let them explain:

No member may accumulate over 60,000 points in any particular calendar year.

They do not give a motive for this, but I assume it's to do with taxation. You see, if you pay a person $600 in any given year, you're required by legislation to report that earning and send them a tax form at the end of the year. And since 60,000 equals to $600, I suppose they have that rule in place so they don't have to manage all that paperwork come tax time.
